Weber County, Utah

Weber County serves 276,118 residents across nine municipal police departments, the Sheriff's Office, the Weber Metro CSI Unit, and the County Attorney's Office.

Its digital evidence once lived across incompatible systems, thumb drives, and a failing on-premises archive. Today it runs on DekkoSecure, one zero-knowledge platform shared securely across the entire justice ecosystem.

The challenge

Critical evidence, spread across systems that were never built for it.

For over a decade, Weber Metro CSI relied on an aging, unsupported on-premises photo management system. When the servers began to fail, critical evidence was at risk. Across the county, nine municipal agencies and the County Attorney's Office stored and shared evidence on separate, incompatible systems, still moving files on thumb drives and external hard drives that are both insecure and inefficient.

Aging, failing systems

A decade-old, unsupported on-premises photo system required manual evidence requests, extraction to thumb drives, and physical delivery. When the servers began to fail, critical evidence was at risk.

Agency silos

Nine municipal agencies used separate, disparate systems, from in-house on-premises builds to vendor body-worn camera storage, preventing seamless inter-agency evidence sharing.

Fragmented workflows

Sharing with police agencies, prosecutors, defense, and courts meant multiple platforms, physical media, and manual duplication, jeopardizing data integrity, traceability, and chain of custody.

Critical evidence gaps

Neither system could store or securely share FARO 3D scans, a key element in homicide and fatal accident investigations, forcing ad hoc workarounds outside the official system.

Escalating costs and risk

Each system stored duplicate evidence, incurring repeated storage costs. Every system-to-system transfer broke the audit trail and increased the risk of a data breach.

Expensive, complex licensing

Adding new stakeholders was expensive and added administrative overhead, even for users who needed only occasional access to the system.

Throughout, all evidence had to comply with Utah's Government Records Access and Management Act (GRAMA), be shared with defense counsel for discovery, and be tracked with an immutable audit trail, requirements the legacy systems could not reliably meet.

The solution
